can not open wincc project

Lasttime i still run my project in wincc. But now when i re-open that project. WinCC error Active project "A basic application could not be started. Please check your software license. I think my problem is Active WinCC. So I was re-actived winCC by using SIMATIC EKB Install 2009_08_26. But it not work ! I need some ideas to resolved this problem ! I'm using WinCC 7 Sp1. Thanks !:roll:
