can nfc-phones act as a rfid tag(like mifare classic ) ?

hi every one
i am ware about differences between rfid & nfc .
i developed a embedded solutions based on mfrc522 as a reader & mifare classic as a tag.
know my question is :it it possible to nfc support phones(phones with nfc chips ) identify as a tag by reader(mfrc522) & reader can do all usuall operations like (reading UID , reading ,increment & decrement ,read,write its content )

i did a search about my goal:
1- i can use pn532 mifare nxp chip to transfer data between mobile phone & mcu based on nfc
but it has much more expensive & i dont need all abilities of nfc technology.

then i preferred to use the rfid & mfrc522 chip.
therefore is it possible to mobile act as a rfid tag & transfer datas with mfrc522?
