because if you touch the output terminal then in theory , a current flows from the power station, through the wires and pylons, into the battery charger, through your body and back to the power station via the earth that you are standing on.

it is!
but thats just the way it goes.
you need to isolate.
so you could try flyback pfc.....or just another switcher after the PFC.
remember the EXPOSED terminals of an isolated offline SMPS are legal if they are ALWAYS less than 42V.
the secondary voltage of the same can be more than 42V....as long as it is converted down to less than 42V for the bit that your customer could touch.
