Can i make the cellular phone device to be used for communication without the SIM card. I want to use it in the (FM) range to communicate with my friend without using the cellular system.

This is really something really difficult to do. If not impossible I will say.

You will need to re-design the trasnceiver circuit to work in FM frequencies and that implies changes to the hardware devices, you will need to change the software since calibration of the DSP is in the software portion of the phone. Just to mention some changes.

Will a walkie-talkie work for you ? That is cheaper.

Probably I missundestood your question.

Seems like you already have the PTT (Push to talk) capability. And you want to use it without the SIM card.
