I believe you mean JTAG which is also IEEE 1149.1. Wikipedia has a short description at https://en.wikipedia.org/wiki/Joint_Test_Action_Group
I suggest you start with this write up for a brief overview.

You get so many material on the net for DFT basics..so just start with that...
