Can a simulink PLL model accept spectrum as input?

Hi, the problem is

I built an S domain PLL model. I have the spectrum of the input phase, but I don't have the time domain input phase. Can I still use the S domain PLL model to get the output phase spectrum?

Assume the input is a two dimension vector, (f, m), f is the frequency, m is the magnitude of the phase, if I put this vector to be the input. Simulink would treat the f as time, m as the phase value at that time. It treats it as a time domain information not a frequency domain information! Can simulink diferentiate a frequency domain input information from from a time domain input information?
