When a new library is created in Cadence Virtuoso and a Technology Library is attached, where does the information that a specific Technology Library is attached with the new library is saved? I have looked into cds.lib file in work directory but it does not have that information.

The reason I need this, because I want to copy the new library along with all schematics and layouts to a different machine and don't want to reattach the Technology Library... means I just need to manually copy the directory (new library) and edit some file other than cds.lib for the new library and it should work as it was working on the original machine... and of course the new machine has the same PDK installed.

I'd recommend to create at the new machine the same full-path structure for the PDK start directory as in the old machine, with symbolic links, if necessary (because library tech libs' directory names sometimes are saved in full (absolute) path format).

The skillcad_ref_menu recommends:
Make sure the technology library is defined in the Cadence “cds.lib” or “lib.defs” (for Cadence Version 6.1+) file, and you have write permission on the technology library, ...

Are you suggesting if the PDK installation is identical on the two machines, then copying the library directory as such will have the same Tech Lib attached?
