cadence IC610 on Redhat - can't attach library

cadence.ic610 redhat

My school just got cadence (IC610) installed on Redhat. I am the first user. I can see that the software is installed and I can bring up ICFB and Library Manager, I tried to follow this link:

and make a library but I can't attach it to a technology library. I have worked with cadence before but all the technology files, rule files were all set up and all I did was using the simulation tool but we don't have a cadence guy here.
What is the process to do for setting it up for a simulation?
