Does anyone know how to buid one for development?

the soft,you can use keil which can download from https://www.keil.com
the hardware ,you can DIY one ,or buy one

any other info,you can search google ,maybe you kown .

Thank your for your reply.In fact I mean I want to build the hardware development tool, it connects to the USB port on PC. I search it on web, but no more pratical information, could you please give me some adivce?
