Boundary conditions for TE

Hello

I was just trying to excite a TE wave in a three conductor tx line (something like a strip line) with dielectric in between using flexPDE. I have some small doubts regarding the boundary condtitions.

I am solving the Helmoltz wave equation in Hz component.
\nabla^{2}H_z + k^{2}Hz = 0

The boundary conditions are Hz = 0 at the interface between the conductor and the dielectric right??.

What about the boundary condition at the interface between the dielectric and the center conductor which is excited with a voltage V.

Please help
Its urgent :?:
