BLE system

Hi,
Our company provides services to construction sites and we are developing a new service for our sites.
As part of the service, we have to address personally to each worker on the field (address with voice/vibration/light).
At first, we turned towards an RTLS system that can both map and addresses the workers, but the costs and especially the complexity involved in installing an RTLS system on construction sites made us realize that it is not worthwhile.
We are currently thinking of staying in the BLE area, but giving up the location capabilities of the system and by it reducing the number of gateways needed to install to just one (but really strong) that can transmit a BLE signal to the entire site (400x300 meters) from one point and when required to transmit a signal to one specific tag and address the worker.
Can you help me find a solution to my needs?
