Best design to measure mains voltage

Hi guys i design a circuit that measures the mains voltage with good accuracy. But the only problem in my design is; i have to use bigger capacitor (330uf 650v )as i am measuring voltage across it and i don't want to use transformer.

I also tried to use voltage divider at input site, but then o/p voltage takes a lot of time to stable.

Can anyone give me some idea about this????

by the way, use multisim to simulate analog circuit instead of proteus

Can't use as they don't supports ucontroller.
