Battery selector and boost regulator

Here i have attached a circuit file. The problem is that , when a boost regulator is connected, the VOUT get dropped. we didn't get the output. what is reason for that. give some idea to rectify this problem.

its a NCP 1402 boost regulator

how do you put commend to base?

its there in the truth table. the base will be ov .
