Hello Guys

Please suggest me a basic multimeter from FLUKE.
Is Fluke 17B Digital Multimeter ok
Is it not a true RMS multimeter.

Some multimeters are true RMS while others are not.

Whenever we measure AC in a multimeter. Is is not an RMS value? Then what's the difference exactly?

The 17B isn't true RMS. It measures the average AC voltage then assumes it was really a sine wave and corrects the answer. That's fine if the signal was a sine wave (it usually is, otherwise you would be using an oscilloscope). If the original signal was a square wave then the value measured will be incorrect.

For less than $130 if you shop around you can get a Fluke 117. I really like this meter for the price and have them on my factory floor.
Fluke advertises it as a True RMS meter and they write "True-RMS for accurate measurements on non-linear loads"
