Ballast Design : NTC Effect

1. Without putting NTC: while measuring inrush current shows 5.3A
2. Also after NTC mount on PCB : inrush current (5.3A) as before.

There is no effect of NTC after mounting into our board.

NTC is connected in series in between AC mains and Bridge rectifier.

Could anyone suggest how to calculate value for the NTC and How NTC affects for inrush current.
