What is done during Scan Chains Optimization in BackEnd Flow?

What exact optimization is done?

Scan re-ordering. During (after) placement, the tool reorder flops in scan chain. Just connect the closest flops togeteher - to reduce scan chain wire length.

When you perform Scan-Chain reorder, you will improvement in congestion number, this will help you in routing phase.
 

Can you describe complete flow for scan chain reordering. In terms of any design compiler. just the basic.
