Hello experts I need an audio record and playback Ic or circuits to use a calling bell ..the recording time is only need up to 20 sec
please guide me .
I googled & and get some ICs but not available in my area.

not knowing what is available in your area makes it difficult.

if a generic micro-controller [with the necessary add-ons] is too expensive, maybe hack a MP3 player.

AP89010 ,AP89021 ,AP89042 , ISD , or APR based Ic , anyone know is it availble in Inida .
