Atmel ATA5428 transceiver - problem to start-up

Atmel ATA5428

Hi all,
Im working with ATA5428 transceiver.
I have a problem to start-up this chip.
When I pull down T1 ,only DVCC gets VCC. AVCC and VSOUT are stay 0.
Could this problem be related to XTO ?
