AT90CAN32 ISP Programming failed !!!

Hello ,
I currently started with AVR.. (AT90CAN32 chip by atmel)
I hooked up all the pins required for SPI programming using Ponyprog V2.07c Beta software
MISO - pin 3
MOSI - Pin 2
RESET - pin 20
SCK - pin 11
as well as VCC and ground .
I have connected 12 Mhz quartz crystal across 24 and 23...

--->software detects the IC, reads the configuration bits as well as writes properly.
also reads the device without problem
--->But problem comes while writing to the device
program code starts writing finally gives a verify error "Write Failed"...!!!!!
--->When i read the device back i can see the codes written froom 00 to 7F...
but 80 to FF there is only 'FF' written...
--- > Whats wrong ? why the device is not writable only in that region '80' to 'FF'?
---> My fuse bit configuration is shown in the attached image file...


I'm trying to blink some LEDs on Port1..
Any one has gone through this before?
