Arduino Shield on Altium

I'm designing an arduino shield on Altium.
I first created a reusable arduino shield part whose footprint consists of the pads for the arduino pins.

But when designing a board with it, Altium complains about collision when I put any other part on the board, because it thinks that whole area is meant to be covered by a part (the shield part I created)
Perhaps I'm not being clear, so please look at this:
 

why do you care about violations , draw the board .. if you want to remove try to check the rules

if i where you , i would have only drawn the pads and without making it a whole part
