Sounds like you picked up a few words from a paper that don't make much sense without telling the context.

I guess the topic is filter banks, e.g. in speech recognition. Filter banks can be designed with absolute (linear Δf) or relative (Δf/f) spacing of center frequencies, both have advantages and disadvantages for a specific application. Audio filter bank have usually relative spacing like octave, tert etc.

Read about Graphic equalizers. THese use BPF in many ranges for boost and also cut in gain.
This is for audio use.
