Anyone know where can get CMOS design rule (bi-CMOS)

I request design rule for CMOS and Bi-CMOS, from fab company, all they need me sign NDA and setup a meeting with me????!!!! I cont't have a company, just want to learn it with my tools at home.

Anyone know where can get those desing rule kit without meeting with Sales people?

0.18um, 0.35um, 0.13um welcome, any fabs.
