and what's the difference between switching spectrum and modulation spectrum?

You can check GSM specification 05.05 (Radio Transmission & Reception) on paragraph 4.2 "Output RF Spectrum", in which there are both modulation and switching transient spectrum requirements :)

You can get it from ETSI.

Enter 05.05 as a spec number and get the latest version (3GPP 05.05)...
