Please introduce a sensor that can measure angular position (0 ~360 degree) at static accuracy better than 0.1 degree.

The inductosyn sensor family will work. Analog Devices makes interface deices to read out angle in digital format.
 

Try to use absolute encoder.
you can find good device at www.eltra.it also for harsh industrial enviroment.
