When I did my course, we covered chapter 2, 3, 5, 6, 7, 8 and 9 from the textbook.
These were generally the topics covered:
Vector analysis, static electric field, static magnetic field, Maxwell's equations, EM waves in simple media, transmission lines and impedance matching, electrostatic fields, dielectric properties, insulators and conductors, Poisson's and Laplace's equations, Hall effect, losses in magnetic circuits, the Skin effect.
If you wanna self study, I suggest you start reading the first few chapters, if you have covered the maths involved in your maths courses, it won't be too much of a trouble. If you need more help on a certain topic, try and search other universities websites, there are many that put up lecture notes and tutorials.
Usually the focus of this type of course is Transmission Lines, how to use the Smith chart, matching impedence, these topics are covered in chapter 9.
About the solution manual, I really don't have it, I used the tutorials given by the lecturer and past papers to practice for this course.
