Can anyone tell me what is the purpose of the stage formed by the transistors M19 and M20? opamp.JPG
 

Hi,

These transistors form an output stage that allows you to have a high output voltage swing. If you keep the output between M14 and M16, for example,
your output voltage swing will be less.

In additional, M19 will provide big current sourcing capability.
