Is there a way to identify a milled or routed path to be plated? Basically a slotted via with curvature. I am familiar with creating a mechanical layer for route tool path, but that is the closest thing I have found.

Plating slots or similar features are generated by milling it before throughplating the board, similar to plated versus unplated drills. You have to generate another layer for plated slots and describe it's purpose unequivocally to the PCB manufacturer.
