Altium Designer Clearance Rule

Hi

I have created a clearance rule between a via and a pad. I have the online drc on but when I move the via too close to the pad it doesnt turn green indicating a violation. Is this the right rule to use?

One more question if anyone can help. Is it possible to set up a rule to cover a track clearance in different areas of a design. For instance I want to have a smaller clearance when routing through a bga than when routing over the board.

Yes! define rooms to enclose your desired parts then define a new clearance rule for that room then make its priority upper than general clearance rule.
