Algorithm to filter the bleezing effect for motion detection

Hi Everbody

I am working on a kit MWT2 from SND(Smart Network Device) and there is no image processing software tools about filters, histogram, thresholding or any other subjects.
I want to do motion detection and only i have is standard C library. So i have to make my tools myself with C library.
I could not compare two sequencial image pixels right because the images which i got in cif mode and YUV format, are getting flash and flaring.
Do you have any idea algorithm to filter the bleezing effect to do motion detection.
