AHB hready issue in a multi-master system

In a multi-master system, if one master(M1) accesses a slAve(S1), and S1 pulls hreadyout low.
Then another master(M2) accesses S1. Should M2 see hready low at the addr phase or data phase?

Or S1 pulls hreadyout low itself due to initialization. M1 should seen hready low at addr phase?
