AGC process in the Macrovision encoding specs

macrovision questions

I'm going through the Macrovision encoding spec and found the AGC process quite confusing.

1. Why there are 4 pseudo-sync+AGC pulses in one line for NTSC (even more for PAL)? Isnt one enough?
2. Why do they need to reduce sync pulse amplitude to 30 IRE during active video while remains normal in VBI? This is making video decoding more complicated.

BTW, is there an electronic version of the Macrovision spec? cross reference is very difficult with the hard copy.
