ADS momentum setting of substrate

Hi there,

Under ADS I opened layout window and followed the steps: "Momentum>Substrate>Create/Modify>Substrate Layers"

However, it shows a dialogue which is different with the way you define substrate parameters under ADS schematics window. Please refer to the attached the picture.

Would anyone please tell me if I am right of not:
  1. I choose "Re, loss tangent" for permittivity, put "2.45" for "Re" and "0.0019" for "loss tangent".
  2. I choose "Re, loss tangent" for permeability, put "1" for "Re" and "0" for "loss tangent".
Am I right for a high precise simulation setting?
