I think an all pass filter can be designed to do that. A delay line could possibly be used but that is a very long delay! What is the upper frequency of the signal of interest?
Unfortunately, an all pass filter doesn't provide a frequency independant delay. Modulated all-pass filters have been
used for an audio effects called "Flanger". But you would need several hundred stages to achieve 1/60 sec at 20 kHz.
Analog "bucket brigade" delay lines (e.g. SAD4096) have been used for audio delays, since the 80th digital delay
circuits (ADC-RAM-DAC) have took their place.
In which case I am not sure what I can usefully add. I have done digital delays, as suggested by FvM. I have done lumped transmission line delays but only up to 1ms or so at 500Hz. A reel of coax maybe? It might be useful to know why you want the delay.
