i just want to know what is meant by active high and active low
 

active-high means input pin accepts logic '1'.
active-low means input pin accepts logic '0'.
 

I wouldn't use word "accept" to describe "active high" or "active low" ..
Any digital input can accept low ('0') or high ('1') ..

Active means "action", something happens when an input is set high or cleared low ..
For example, CHIP ENABLE, OUTPUT ENABLE pins are in most cases "active low" ..
