I am looking for AC to AC converter with 3A, 10V RMS output

It's work for initial level, but is their anyother way to increase efficiency.

Probably not. Converting to a DC output could be done more efficiently by using a SMPS but the extra losses converting it back to AC would probably bring it back to the same level as a simple transformer. It would certainly be far more complicated and more expensive! You can get quite good efficiency if you use a toroidal transformer.
