Can anybody story me about this tpic. Which one is refered in designing electronic project.?. What is the purpose for the two of it.?.
 

Abs max should not be exceeded. Designer should take care that the design does not break with values below the abs max.

Operating charecteristics means that the circuit should perform its function.

Example an normal pmos input pair has a common mode input range from (Vsat+Vthreshold) till VDD. Say 1.2V till 5.5V. That is the operating characteristic.

The abs max common mode input would be -6V till 6V before the gate oxides break down. If the user exceeds those limits the devices will be blown.
 

Exceding over the Absolute Maximum rating go into a device break, Operating Characteristic are a set of parameter useful to do a right design with the selected device (usually you can find min, max, typ value for the parameter).
