Is there any material about this....

Hi,

usually you make ring or T resonator and calculate the electrical length and attenuation factor based on resonaces (frequences and Q factor). It is very good and realible method used by manufacturers of substrate material. It alows the frequency dependency of Er and TanD to be accurately determined. You can find details in the book by Edwards: Foundations for Microstrip Circuit Design.
