Step one. Get a text editor
step 2. Get your favourite compile software (Q uartus or ISE are popular)
step 3. Write VHDL or download an IP core (search opencores.org)
step 4. Compile.
If you're having problems with step 3, you may have to learn about digital electronics first. This is usually a 3 year degree course.
