about power-gate library characterization of Cadence EPS

Encounter Power System characterizes the power gate s on-resistance (Ron), the leakage current (Ileakage) when the power-gate is off, and the saturation current (Idsat) of the power gate.

As my understanding, Idsat is the current when Tvdd=vdd and Vvdd=vdd-IR_drop.
Is it right??
