about pad in layout, please help me

in I/O cell, in some case, we use two pads in an I/O cell, and the two pads connect together, i want to know, what is the benifit of two pads relative to a single pad in an I/O cell? and when should we use two pads instead of a single pad in I/O cells? thanks all.
 

1. Current over bond wire limitation (e.g. max. 400mA over 25µm bond wire).
2. To decrease pad + bond wire resistance or inductance.
