Jamming in RF/MW is illegal anywhere in the spectrum.
Jamming mobile phones, GPS, WLAN is also illegal, but you can find info about those jammers.
In Ethernet a jamming sequence is used once a colission was detected to inform all interfaces about the collision, to be sure they know too that it happened.
One way to jam a signal is, you must know the frequency of the signal to be jammed. Than generate a noisy signal of that frequency and send it on air. Your signal will be jammed easily.
