a simple question about excellon data

Hi, I have a simple question about the excellon (NC drill) data.

What is the coordinate data format of that? Is it the same as GERBER data with zero suspession?

Since my drill vias seems not correct after output, I am doubting if the input excellon data is not the format I want. Thanks
