A question about the data-line pulsing for USB OTG

Hi all,

I have a question about data-line pulsing in OTG spec.
I can't understand how the B-device make the D+ line go to high using pull-up resistor. Because at that time the Bus voltage is off, so there is no power source to rise the D+ line to high. Is there any power in the B-device?
Please anyone who know this about it explain to me.

When the device is a self-powered device, it has normally got a 3.3V voltage regulator and uses that to pull up the resistor from the D+ line.
