For A Full X-Band Phased-Array Transmit/Receive Module Chip in 65-nm CMOS Technology , what do you guys think about the following phase shifter circuit ?

Besides, why there is complementary (differential) Vctrl voltages for the SPDT and DPDT switches ?
At what switching frequencies should I use for Vctrl ?
