any toggle or D flip flop is a frequency divider, then any counter can work as frequency divider.
use 74393 dual counter IC, you can connect the two counters inside the IC to get 8 bits counter which mean 8 stages frequency divider to get frequency /2,/4,/8,/16,/32,/64,/128,/256.
