555 astable oscillator mode; help with debugging

555 astable oscillator

I am having trouble with the output amplitude on pin 3 decaying to nothing in about 10 seconds once the power comes on.

The application is to have the 555 serve as a gated oscillator and create a 38 Hz carrier for the pulse codes from an IR detector. The output then drives an IR LED to serve as a wired IR repeater for my TV cable box.

You forgot to attach a schematic showing the supply voltage, a supply voltage bypass capacitor and the load current.

Are you using a normal high-power 555 or a low-power Cmos 555?
