are there any special design rules for creating a probe fed patch antenan at 30GHz or above on a high permitivity substrate?

I dont think so.
Standard procedure defined in books, papers etc. will do.
Take help of simulators.
 

no there is just a standard easy method for its design....just view the hfss book and see the example of the probe feed in chapter 5...but differ the calculations with respect to your own desired frequency and thats it
