Hi,

can we charge the 3.7 v Li.Ion battery (mobile battery) by directly connecting the + and - wires from the commercial mobile chargers...?

Ok... is it only for Li.ion battery's or for all rechargeable batteries...?

If you mean under "mobile charger", wall trafo with 5V voltage output, of course not!

You need charger circuit for Li-Ion batteries.
 

Some types are simpler, but there is no battery that is charged by directly connecting to a commercial 5V mobile phone charger.
Unless you want it to go pop.
