What is the SNRmin needed for ZIgbee ( 802.15.4 ) for the 2.4 GHz Band?

There is a curve in annex E of the standard which gives a SNR = 3 dB (approx.) for BER = 5e-5 ( PER/(22byte*8bits/byte ); PER being the Packet error rate

Is this number correct? I just wonder if the x-axis in this figure is SNR or Eb/No
