op amp connected to FPGA

why connecting a op amp powered from a +15 to -15 supply to an FPGA connected to a 0 to 5 volt supply is a bad idea!

Because the opamp's output signal can swing between +15V and -15V, exceding the maximum and minimum input voltages the FPGA can handle. That can destroy your FPGA.

Your FPGA cannot handle voltages greater than their own supply voltage (5V) nor negative voltages (bellow 0V).
